One hundred fifty expert participants took part: Ukrainian doctors of specialized medical care, NHSU representatives, as well as representatives from the Ministry of Health of Ukraine, WHO, UNICEF, World Bank, USAID “Health Reform Support Project” experts, and international experts in medical care. During the two days of training, participants have discussed:
- Implementation of the medical guarantees program in 2020;
- The role of professional organizations in the medical reform;
- Development of a financial plan for municipal non-profit organizations and ways of calculating salaries;
- Possible financing plans and analysis of the outcome for specialized medical aid;
- Poland’s experience in health care reform;
- Monitoring the fulfillment of the NHSU’s conditions;
- Strategic communication in the daily life of a doctor;
- Creating the personal brand of a doctor with the help of modern tools;
- Interaction with the municipal authorities;
- Juridical aspects in preparation for the medical guarantees program;
- Outcomes and results of the pilot project in Poltava Oblast.
During workshops, we have collected comments and recommendations of the participants regarding the formation of the volume of services according to the program of medical guarantees and the requirements to providers of those services. NHSU experts will analyze all the comments and recommendations. The final proposal of the professional community will be sent to the Ministry of Health of Ukraine for approval and implemented during the realization of the program of medical guarantees in 2020.
In his opening address at the “Doctor 2020: the better practices” training conference, Oleh Petrenko, the NHSU Head, said: “The transformation of the health care system is first and foremost the change of a mindset. The transition from financing and alimenting to purchasing high-quality services. The help of every involved and professional doctor, who strives for sharing his or her expertise, is crucial to create the volume of high-quality service and requirements to its provider with limited resources of Ukraine. No one is going to prevent us from creating a modern, comfortable, and friendly health care system. This is why we are going to do it in a partnership with the professional community.”
