Kyiv, the 7th of June 2019: the National Health Service of Ukraine (NHSU) in partnership with the State Agency for Electronic Government of Ukraine, the Eurasia Fund (Project USAID/UK aid "Transparency and Accountability in Public Administration and Services/TAPAS"), and the East Europe Foundation have signed a partnership memorandum. The document provides for cooperation on increasing availability and quality of the open-data in Ukraine in the medical field, as well as optimization and reengineering of business processes within the eHealth system.
Changes inside the healthcare system of Ukraine are connected to the development of electronic tools. Declaration regarding the choice of doctor, and electronic medication order have already become a part of a daily routine. NHSU is based on principals of transparency and publicity. Patients are our priority number one. We strive for clear, convenient, and effective changes in the healthcare system. Online tools and services play an essential role in this process." – Oleh Petrenko, the Head of NHSU.
59% of responders do not fully understand the main points of a health care reform, according to OSCE research [1]. This is why the primary goal of the Memorandum for cooperation is to create tools and services based on the open-data, which will let us make the medical reform more understandable, and the services – more transparent and convenient for people.
"Main tasks of electronic governing are open-data, assistance in building affordable services based on that data, implementation of electronic services, and building the interaction bridge between electronic resources of the state departments. Therefore, the goal of the State Agency for Electronic Government of Ukraine is to help with the implementation of these tasks in the state institutions. It is a crucial point for health care, as the receiver of convenient and affordable electronic services may be any citizen. The Memorandum includes:
- Publishing NHSU data on the open-data portal data.gov.ua;
- Creating a series of interactive visualizations based on the open data of NHSU, namely regarding a correlation between the number of signed declarations and hospitals' income;
- Development of new electronic services based on the NHSU data, as well as services connected to the eHealth online health system.

The first automatic data-exchange between the National Health Service of Ukraine (NHSU) and the State Service of Ukraine on Medicines and Drugs Control took place at the end of May thank the system of electronic interaction "Trembita." The system allows conducting more than one million of data inspections monthly while implementing the "Affordable medicines" program. As a ground for electronic governmental interaction, "Trembita" is capable of providing global engineering of the government control to make sure of their optimization and transparency.
"EGOV4UKRAINE" project of the "U-LEAD with Europe" program financed by EU and such countries-participants as Denmark, Estonia, Germany, Poland, and Switzerland helped with development and implementation of "Trembita." Members of the "EGOV4UKRAINE" provided consulting assistance with technical connection to "Trembita" and setting online communication."
