Contracting and PMG Requirements
The NHSU purchases medical services for the population under theMedical Guarantees Programby concluding contracts with healthcare providers, regardless of their form of ownership.
Healthcare providers receive payment for services directly from the NHSU under these contracts.
Therequirements for service providerseligible to enter into contracts for the provision of medical care to the population are approved by the Cabinet of Ministers of Ukraine Resolution No. 391 dated 28.03.2018.
In addition, each medical service package hasspecific procurement conditionsthat must be met when providing services.
Resolution Regulating the Implementation of the Medical Guarantees Program
The resolution regulating the implementation of the Medical Guarantees Program for each new year serves as a kind of encyclopedia for hospitals, directors, owners of medical institutions, and healthcare professionals. The document contains information about tariffs paid by the NHSU for each package, procedures for recalculations, planned costs of medical services, and other relevant details.

Specifications and Procurement Conditions for the Medical Guarantees Program in 2025
The Medical Guarantees Program (MGP) is a list of medical services and medicines that Ukrainians receive free of charge under state guarantees. These services are funded by the state budget for healthcare through the NHSU. The MGP does not promise everything for free: it is a clearly defined list within the approved budget, which our country can afford.
The NHSU procures specific medical services or groups of services according to their procurement conditions. These procurement conditions are designed both for healthcare facilities that have previously provided services under the MGP and for those hospitals entering into an agreement with the NHSU for the first time. The same applies to private practice physicians (FOP).
The NHSU forms service packages, service groups, and procurement conditions based on current industry standards, unified clinical protocols of medical care, exemplary equipment lists, other regulatory legal acts, and international recommendations governing medical service provision. Working groups of medical experts were involved in the development of the Medical Guarantees Program.
The working groups included specialists in practical medicine, representatives of the Ministry of Health of Ukraine, the Public Health Center of Ukraine, the National Academy of Medical Sciences of Ukraine, the World Health Organization, professional medical associations, civil society organizations, heads of healthcare facilities, and patient organizations. International partner organizations, including the World Health Organization and the U.S. Centers for Disease Control and Prevention (CDC), were also involved.
In total, 307,465 experts contributed to updating the Medical Guarantees Program in 2025, providing methodological, analytical, scientific, and advisory support. Meetings of the working groups were preceded by consultations with the medical expert community and public discussions.
In 2025, the Medical Guarantees Program consists of 46 service packages in the following areas: primary healthcare, emergency medical care, maternal and child health, treatment of strokes and heart attacks, detection and treatment of oncological diseases, rehabilitation, tuberculosis treatment, inpatient care, outpatient care, psychiatric care, and palliative medical care.
