National Health Service of Ukraine
The National Health Service of Ukraine (NHSU) is a state institution that implements healthcare financing reform and serves as the sole national purchaser of medical services in the country. The NHSU ensures that the state uses budget funds rationally and efficiently to preserve, protect, and strengthen the health of citizens.
We study the actual needs of patients for medical services, medicines, and medical devices. We develop packages of the most essential medical services and a list of medicines for the “Available Medicines” program. We transfer funds to hospitals and pharmacies so that citizens of Ukraine can access these services free of charge.

History of the NHSU
The National Health Service of Ukraine (NHSU) was established on March 30, 2018, as a modern state institution focused on people and sustainable values.
The mission of the NHSU is to achieve universal coverage of the population with medical services. In other words, to create a system in which every citizen, regardless of age, social status, or other characteristics, has access to the most essential medical services.
The most essential medical services are those that are critical for preserving life and health and have proven effectiveness. These services must be of high quality, timely, provided in the necessary scope, and meet proper clinical standards.
For the state, it is important that citizens receive the medical services guaranteed by it without the risk of catastrophic expenses. This ensures that patients do not refuse treatment due to lack of funds and can take care of their own health.

Develop, update, and implement the Guaranteed Medical Services Program
Conclude agreements with healthcare providers for patient care and with pharmacies for the dispensing of “Available Medicines”
Pay partners for the services provided to patients
Ensure that healthcare providers comply with the terms of agreements for patient care
Ensure the functioning and development of the electronic healthcare system
Inform the public about the Guaranteed Medical Services Program, as well as patients’ rights and care pathways
Distribution of Functions in the Healthcare System
Various institutions are involved in the healthcare system, each performing specific functions. The main institutions responsible for ensuring the functioning of the healthcare system in Ukraine are:
Verkhovna Rada of Ukraine
— Adopts laws, including the Law of Ukraine “On the State Budget,” and redistributes funds.
Cabinet of Ministers of Ukraine
— Adopts resolutions and orders that regulate the activities of individual participants in the healthcare system as well as the overall functioning of the system and related sectors.
Ministry of Health of Ukraine
— Develops healthcare policy, approves orders, procedures, and sectoral standards for organizing medical care, and allocates centrally procured medicines.
National Health Service of Ukraine (NHSU)
— Develops the Guaranteed Medical Services Program and concludes agreements with healthcare providers. The NHSU is the sole national strategic purchaser of medical services and medicines.
Public Health Center
— Responsible for preserving and promoting public health, preventing diseases, combating epidemics, and strategic management in the field of public health.
State Enterprise “Medical Procurement of Ukraine”
— The sole national agency ensuring the centralized procurement of quality medicines, medical devices, and medical supplies funded by the state budget.
State Enterprise “eHealth”
— Administers the central database of the electronic healthcare system, conducts testing, and connects medical information systems to the eHealth system.
Local Government Bodies
— Owners of hospitals operating as municipal non-profit enterprises. Local authorities finance operational costs, update medical equipment, and support regional public health programs.
NHSU Structure
The National Health Service of Ukraine (NHSU) brings together people with shared values and aspirations. The operational capacity and efficiency of the service are ensured by a structure that aligns with the strategic goals and tasks of the NHSU. The NHSU is headed by the Head of the National Health Service. The structure of the service includes: three deputies to the Head, nine departments, five interregional departments, two directorates, as well as various divisions and sectors.
