The experts of the National Health Service of Ukraine (NSZU) held field working meetings with service providers for dental care and prosthetics packages for defenders.

Feedback from doctors working with individuals who defend and have defended Ukraine's independence is crucial for the development of state programs. Experts from the National Health Service of Ukraine (NSZU) conducted fieldwork meetings with healthcare providers offering dental care and prosthetics services for defenders. The focus of these visits was on the patient’s journey — from the initial diagnosis to the final treatment outcome.
During the discussions between Deputy Head of NSZU, Oleksandr Ryabets, and Director of the Central Interregional Department, Alla Horbatiuk, doctors emphasized that, in most clinical cases, the initial step in treatment planning is orthopantomography — a panoramic X-ray of the jaw. This examination is already included in the tariffs of both packages, for which NSZU reimburses dental services for defenders. However, doctors also raised proposals to include mandatory follow-up orthopantomography in the service specifications, which is important for documenting the results after the treatment is completed.

Reminder: The National Health Service of Ukraine (NSZU) has been administering dental and prosthetic services for defenders since April 2024.
In 2024, NSZU paid over UAH 162 million for dental and prosthetic services and provided:
- 9,969 services under the package "Dental Prosthetics for Specific Categories of Persons Defending/Who Defended Ukraine’s Independence, Sovereignty, and Territorial Integrity (Service Group #1)"
- 76,856 services under the package "Dental Care for Specific Categories of Persons Defending/Who Defended Ukraine’s Independence, Sovereignty, and Territorial Integrity (Service Group #2)"
In 2025, services worth over UAH 543 million were provided (of which UAH 514.7 million were paid), and the following were provided:
- 37,654 services under the package "Dental Prosthetics for Specific Categories of Persons Defending/Who Defended Ukraine’s Independence, Sovereignty, and Territorial Integrity (Service Group #1)"
- 322,372 services under the package "Dental Care for Specific Categories of Persons Defending/Who Defended Ukraine’s Independence, Sovereignty, and Territorial Integrity (Service Group #2)"
Military personnel and veterans can receive dental and prosthetic services at facilities that have signed contracts with NSZU for the relevant packages. Currently, there are 458 providers across the country.
To receive dental treatment or prosthetics services, the following are required:
- An application in free form
- Copies of documents with original presentation:
- Ukrainian passport
- Taxpayer Identification Number (TIN)
- Certificate (combatant / person with a disability as a result of war / war veteran certificate and/or military ID for soldiers, sergeants, and senior non-commissioned officers).
