Request for Public Information

The definition of public information is provided in Article 1 of the Law of Ukraine “On Access to Public Information.” It refers to any information recorded and documented by any means and on any medium, which was obtained or created in the course of performing official duties by authorities as prescribed by current legislation, or which is in the possession of authorities or other managers of public information as defined by this law. This means that with NHSU, you can obtain information directly related to its competencies. For example:

  • How a patient can access free medical services
  • Which hospitals have contracts with NHSU and under which service packages
  • How much money a medical facility received from NHSU for a specific period
  • Requirements for equipment or specialists that a hospital must meet to receive a contract for a particular medical service package

Procedure for Preparing and Submitting an Information Request:

You can submit a request for information orally, in writing, or in another form of your choice. The request can be made in any format, but it must include:

  1. The name (or designation) of the person or organization submitting the request, a postal address or email address, and a contact number if available
  2. Signature and date, if the request is submitted in writing
  3. A general description of the information requested, or the type, title, details, or content of the document you are requesting, if known

Refusal and Deferral of Information Requests

Under Article 22 of the Law of Ukraine “On Access to Public Information”, NHSU has the right to refuse a request in the following cases:

  • The information holder does not possess and is not obliged, under its competence as defined by law, to possess the requested information
  • The requested information belongs to a category of information with restricted access under Part 2 of Article 6 of this Law
  • The person submitting the request has not paid the actual costs associated with copying or printing as provided by Article 21 of this Law
  • The requirements for the information request under Part 5 of Article 19 of this Law have not been met

A refusal to provide information must be provided in writing and include:

  1. Full name and position of the official responsible for reviewing the request
  2. Date of refusal
  3. Reasoned grounds for refusal
  4. Procedure for appealing the refusal
  5. Signature
