TheMedical Guarantees Program (MGP)is a list of medical services and medicines that the state guarantees to provide free of charge to all Ukrainians. These medical services are funded by theNational Health Service of Ukraine (NHSU)through contracts with hospitals.

Every citizen, regardless of income level, social status, or place of registration, can receive the same free medical services at any hospital in the country that has a contract with NHSU.Universality and extraterritorialityare the main principles of the Medical Guarantees Program.

MGP 2025consists of 44 packages of medical services covering all types and levels of healthcare:

NHSU purchases medical services from state, municipal, and private medical institutions for all Ukrainians. The goal is to ensure thatpatients know the state-guaranteed scope of services and how to access them, while healthcare providers understand their responsibilities and capabilities.

Rules for accessing medical services under the Medical Guarantees Programare the same for everyone, regardless of social or financial status.

All medical services purchased by NHSU under the Medical Guarantees Program arecompletely free for patients, including medicines and consumables.

Access to most free servicesis provided through a declaration with a primary care physician: a family doctor, general practitioner, or pediatrician for children. If necessary, the doctor will create an electronic referral to a specialist, for examinations, or other procedures. With this referral, the patient can freely choose the medical facility for the examination or treatment.

However, an electronic referral is not requiredfor:

  • Emergency medical care
  • Visits to a gynecologist, psychiatrist, narcologist, dentist, phthisiatrist, pediatrician, or a doctor monitoring a chronic condition

Every year, the list of free medical services is detailed and expanded in the interest of patients.
