Public Oversight Council
The Public Oversight Council at the National Health Service of Ukraine (NHSU) is established in accordance with the Law of Ukraine “On State Financial Guarantees of Medical Services for the Population” to ensure transparency and public oversight of the NHSU’s activities.
In its work, the Council is guided by the Constitution and laws of Ukraine, decrees of the President of Ukraine, resolutions of the Verkhovna Rada of Ukraine adopted in accordance with the Constitution and laws of Ukraine, other legislative acts, as well as by these Regulations.

The main tasks of the Council are:
- Exercising public oversight over the activities of the National Health Service of Ukraine (NHSU)
- Ensuring transparency of NHSU activities
- Facilitating interaction between NHSU and public associations, as well as other civil society institutions in the field of medical care for the population
- Informing NHSU about public opinion regarding the formation and implementation of state policy in the field of state financial guarantees for medical care and the State Program of Medical Guarantees
The Public Oversight Council at the National Health Service of Ukraine (NHSU) is formed with 15 members selected through a competitive process. The competition to form the Council is conducted via ranked online voting. Ranked online voting takes place over a 24-hour period through the official NHSU website. During the ranked online voting, a person may vote for no more than one candidate.
The 15 candidates who receive the highest number of votes are considered elected to the Council. In the case of ranked online voting to replace a Council member whose powers have been terminated early, the candidate with the highest number of votes is elected.
Persons specified in part three of Article 7 of the Law of Ukraine “On State Financial Guarantees of Medical Care for the Population” cannot be members of the Council.
To conduct the competition for forming the Council, the NHSU Head posts an announcement on the official NHSU website. The announcement specifies: the deadline for submitting proposals for candidates and the required documents (which cannot be less than five working days from the date of publication of the announcement), the email address to which documents must be sent, and the date and time of the ranked online voting.
The activities of the Public Oversight Council are regulated by the following legal acts:
- Law of Ukraine “On State Financial Guarantees of Medical Care for the Population”
- Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine to Improve the Provision of Medical Care”
- Resolution of the Cabinet of Ministers of 28.03.2018 №271 “Certain Issues of the Public Oversight Council at the National Health Service of Ukraine”
