Main tasks of the Public Oversight Council include:
- Ensuring transparency and public oversight of the NHSU’s activities
- Facilitating cooperation with public associations and other civil society institutions in healthcare, particularly in corruption prevention
- Informing the NHSU of public opinion regarding the formation and implementation of state policy in the area of state financial guarantees for medical care and the Medical Guarantees Program

Fifteen members of the Public Oversight Council under the NHSU were elected through a ranked online voting process. There were 29 candidates from 21 public organizations. A total of29,942 voteswere cast by11,363 Ukrainians. During the ranked online vote, each citizen could vote once, selecting one or more candidates (no more than 15 candidates at a time).
